P08 (Fornssler & Jones): Renewable Energy Subsidization

WHEREAS established energy sources such as oil, gas, coal and nuclear all receive government subsidization.
AND WHEREAS in order to meet our Kyoto targets and reduce our greenhouse gas emissions we need to encourage and produce more renewable energy,

BE IT RESOLVED that the GPS advocate that the government end subsidies to all established non-renewable energy industries, and transfer these funds to subsidize at least 50% of the purchase and development of renewable energy production by both small and large scale producers.

BE IT FURTHER RESOLVED that the GPS will advocate for investment into and the development of a province wide Smart Grid to increase the efficiency of power transmission to take advantage of the increased renewable energy production.

Would funds for carbon

Would funds for carbon capture and storage re ’’clean ’’ coal be cancelled? Personally, I hope so.
What about the Petroleum Technology Research Centre? Is that considered a subsidy to oil companies?

Do we know how much a "50% of

Do we know how much a "50% of the purchase and development of renewable energy production" would cost, relative to the current cost of subsidizing non-renewables?  I'm sure the answer is no, if only because "the purchase and development of renewable energy production" is way too vague to allow quantification.  So, wouldn't it be better simply to call for taking all the monies saved by discontinuing non-renewable subsidies, and transferring that amount to subsidizing renewables?  We could make this change by simply removing the words "at least 50% of".

Can anyone provide links to definition and/or discussion of "Smart Grid"? If it weren't for the capital letters, I would think it just meant a smart grid, but the caps make me think there's some much more specific reference that I'm not familiar with.
