P06 (Fornssler & Jones): Publicly funded buildings

WHEREAS it is important for the Government to show leadership when implementing economic or social change,
AND WHEREAS the government provides funding for buildings every year,

BE IT RESOLVED that the GPS advocate that the government will only provide funding for new public buildings that meet or exceed LEED, R2000 or better building standards in order to show how cost effective these buildings can be.

Can anyone post links to definitions and/or discussions of the LEED and R2000 standards?  I'm going to have a hard time voting on this motion without some background information.
